He also served as counsel in FEMA’s first-ever issuance of a catastrophe bond covering flood insurance risks. Bob has also counseled the state of Florida’s insurer of last resort, Citizens Insurance Corp., in obtaining reinsurance from the private market as well as issuing six catastrophe bonds.
